A. Background
Development in rural communities is a prerequisite in order to make a better place for the people in a country and serve as a key to economic development and environmental preservation. While villages in each country vary in many respects, rural development policies need to be modified through the adaptation and adoption of local conditions. The fact that Indonesian government is committed to addressing the poverty and the backwardness of rural communities has been carried out through various development policies and strategies aiming at improving the lives of rural residents. However, those efforts have some limitations due to geographical conditions, rural situations, accesses to market of products from rural areas, diversity of characteristics of the villages and other factors.
According Village Law no 6/2014, villages have been positioned as development subjects with a reference to recognition of origins and local authority. Since then, villages have managed their development programs based on the potentials and existing challenges. These programs are intended to improve the welfare and quality of their citizens and alleviate poverty. In addition, they are also expected to improve basic need service, facilities and infrastructure, local economic potentials, and sustainable use of natural resources and environment. When simplified, the substance of rural development consists of three aspects: sovereignty politics, development politics, and village literacy politics (Yustika, 2017).
The main current thoughts regarding rural areas are related to sustainable development and innovation. Sustainable development is an effort to foster economic growth while at the same time to preserve the environmental quality for future generations. It is a strategy that allows the rural poor and those living in rural areas may gain benefits from the development. Meanwhile, innovation is needed to improve the quality and diversity of products from rural areas. Innovation is widely assessed as one of the key factors to increase competitiveness that contributes to more creative uses of natural resources and human assets. The economic structure of rural areas is mainly made up of small and medium-sized enterprises (SME’s). SME’s cannot usually afford to run an R&D department. Therefore, it is important to find an effective strategy to develop cooperation between public and private sector to boost the innovation process in order to produce creative products from rural areas.
It is generally recognized that a major problem for all forms of rural policy is the diversity of rural conditions. Therefore, the most challenging problems in rural communities need to formulate new strategies that are more responsive to the following issues such as low economic growth, unemployment, poverty, social welfare, and income as well as health. In so doing, increasing the welfare of the villagers both nationally and globally becomes possible. The big question is how to get on with fundamental transformation in rural areas through sustainable rural development and innovation?

C. Why the conference is important?
The international conference will provide insights, new strategies of rural development and opportunities for collective interpretation of policy, planning, monitoring and evaluation of policies and decisions by various stakeholders and governments through sharing experiences
D. Agenda
The main objectives of the 1st International Conference on Rural Development are to obtain:
- The new strategies of rural development in responding to the issues of rural communities;
- The concept of innovation especially for small and medium-sized enterprises (SME’s) in rural areas in an effort to enhance competitiveness nationally both nationally and globally.
E. The General Objectives of the 1st International Conference on Rural Development
The international conference is intended to share information on issues and challenges facing developing countries’ rural communities and, where possible, adopt best practice on alternative strategies and models. The international conference focuses on four major areas:
- To share information on issues and challenges facing developing countries’ rural communities and, where possible, adopt best practice on alternative strategies and models.
- To provide a comprehensive overview of the opportunities and challenges faced by the rural community and rural governance with the implementation of Village Law no 6/2014.
- To offer an insightful understanding of human development, local knowledge, technology innovation, governance innovation, rural economies, and rural autonomy.
- To serves as a vehicle for researchers and academics to present and discuss research results in the field to study Rural Economies, Local Knowledge, Rural Governance, Rural Development Planning, Social Empowerment.
F. The Output
The expected output of this international conference is
- To understand the potential economic and legal issues related to the change of rules/institutions in Indonesian rural development
- To obtain rural development strategy concepts related to increased competitiveness to grow sustainably
G. The Outcomes
The products of the international conference are prepared in the form of documented reports such as presentations, summaries of discussions and main conclusions and recommendations which can be utilized by policy-makers in carrying out rural development programs. In addition, the articles considered to have excellent academic contents will be published in accredited journals.
H. Participants
This seminar serves as a means of building social networks and information sharing forums for:
- Experts / academics,
- Government officials,
- Village organizers,
- College student
- Practitioners, and
- Civil society activists
The participants are from Indonesia, Thailand, Taiwan, Japan, Malaysia, Australia and other countries.

Each of attendees at the 1st International Conference of Rural Development is required to submit a paper according to the sub-theme they have chosen. The participants whose papers are selected by the reviewers will be called upon to do presentations.

- Conference
All participants/group presenting their papers will be invited to attend the discussion session to formulate the solutions to the problems related to the sub-themes of the seminar. The proceedings of the conference will be given to the presenters and also serve as the policy recommendation to the government.

Dear conference committee,
I received an acceptance letter through email regarding my abstract titled “A PORTRAY OF VILLAGE-EMPOWERMENT PROGRAM PERFORMANCE IN CILELES SUMEDANG”. Unfortunately I did not received headed letter as an attachment informing the same thing. It becomes a problem since I checked my colleague who also accepted in this ICRD and received the headed letter. I started doubting previous email which came to me on June 11th 2018.
Please inform me the exact procedure for abstract acceptance to soothe my hesitation.
